Early Childhood Literacy, Kindergarten Readiness, and Early Brain Development for At-Risk Kids
The Federal Reserve should want to do something like this. The FED carries a mandate for full employment, and it is the only organization in the country with power that sits ahead of politics.
That power can chart a path, in kindness, through the chaos, disorder, and disparities the country has been running on. The next 250 years of culture can be settled on the values, assets, and attributes western civilization has always claimed, before politics gets its turn.
Leadership cannot step around the circle described in The Fourth Turning:
“To fix crime we have to fix the family, but before we do that we have to fix welfare, and that means fixing our budgets, and that means fixing our civil spirit, but we can’t do that without fixing moral standards, and that means fixing schools and churches, and that means fixing inner cities, and that’s impossible unless we fix crime. As a nation we are in deep denial.”

The country is reportedly in a Fourth Turning Crisis today, a decisive era when the old civic order is replaced. A new lens of order can reflect the same values, assets, attributes, and debt the nation has always carried. The question is what the Fed chooses to do while that lens is being ground.
A. The Present Value of Positive Expectations at Age Six
PVofPE-Prek is the present value of positive expectations at age six. It measures three things: ERSD-RA, high-quality early childhood education, and the first-things-first high-quality full employment that funds both.
The best level of early reading, counting, and understanding of positive expectations skills at age six carries a discounted present value of future earnings near one million dollars.
Worst, bad, good, better, and best each carry their own defined values for measured outcomes. The whole community, with a reference to kindness, realizes the value is on the line before age six.
The private sector does everything possible to create individual, even starts to first grade with one-size-fits-one funded processes. That value expectation of better and best drives county-level private sector RRFC processes.
Letter 19 asks the Fed to produce its own valuation of high-quality full employment, with 12 regional numbers set using the present value concept.
B. Early Reading Skills Delivered for a Ringing Advantage
The gift that starts the readiness is a thirty-six-thousand-dollar funded plan: one thousand dollars a month for thirty-six months to a family. The result is a child who reaches first grade best ready to read, count, and understand positive expectations.
The private sector lender places that loan with the RRFC as the first gift. The RRFC adds value to the ERSD-RA and places the seventy-two-thousand-dollar cost plus margin with FED NEXT for monetary policy cash liquidity.
Accepting the put is the Federal Reserve’s gift to the nation. Freedom, and an equal, best start to first grade for every child whose family wants one.
Letter 20 to the Fed covers risk transfer and reduction through the RRFC.
C. Brain Gold and the Receipted Dollar
George Gilder’s economic and monetary thinking carries the next piece. A receipt-based asset held by the RRFC and FED NEXT is better than fiat money, and it builds confidence in the dollar for the debt payments the country already owes.
The FED NEXT support sets up the private sector freedom ladders and bridges of equal opportunity, starting with the gift of ERSD-RA.
The private sector, through FED NEXT, gifts the receipted asset to the US Treasury. The Treasury values the gift at market value, pays off federal debt, and reduces interest expense in a long-term crisis response.
Treasury uses an effective gift of physical, monetized, valued knowledge, counted in brain synaptic closings on positive order. Those collateralized authorized Greenback dollars push back enslaving federal debt the way President Lincoln’s Greenback once did. Monetary policy will have to add brain synaptic closings to its definitions.
Letter 21 to the Fed covers the creation and use of brain gold, with present value at age six set against Heckman-type returns earned later.
D. Five Local Paybacks for the Money
Five very significant local paybacks follow from FED NEXT leadership on monetary policy money.
The Fed should want to define first-things-first high-quality full employment, create the new receipted ERSD-RA asset, and back new money with it.
The Grok AI FED Sets, published on X and explained on YouTube, walk through viable payback expectations from the private sector side of a Fed pivot to FED NEXT.
Those discussions confirm the Federal Reserve Bank’s power to restore massive asset building by middle and lower citizens of every county. Letter 22 to the Fed is on the five to six paybacks for the gift.
E. FED NEXT, Defined
FED NEXT is the Federal Reserve after it pivots. It uses monetary policy cash to create high-quality full employment first, then buys the receipted ERSD-RA asset at cost from the local private sector RRFC.
In fairness, FED NEXT accepts that the private sector side of the Federal Reserve has not been fair to citizens without money assets or structured debts. It moves with its monetary policy to make Literacy is Freedom a funded rule.
FED NEXT monetary policy would own the cost and market value of the ERSD-RA. PVofPE-Prek aggregates into the USAValuesDebitBond.
The Federal Reserve has created significant moral hazards with its past monetary policy and attention to high-quality early childhood education without funding. A leadership pivot is required by middle and lower society for many reasons, moral hazard reduction among them.
Letter 23 to the Fed covers the real private sector system of the Federal Reserve, what Main Street is missing for best outcomes, and the Grok AI encouragement captured as FED Sets.
F. Two Marches and the Case for Both
Letter 18 ended with a plain finding: there is not enough private sector gifting to expect that disparities in equal opportunity will be eliminated on their own.
There is not enough private sector kindness and gifting, at today’s levels, to reach one hundred percent of children and create freedom-supporting equal opportunity.
That changes when best ERSD-RA outcomes become a private sector customer requirement for all. Treat early readiness the way the country treats electricity: a baseline.
A private sector local ERSD-RA industry that reaches one hundred percent of children by age six with better and best measured outcomes will put good public-sector outcomes out of business inside ten years.
Why worst, bad, and even good outcomes get accepted today is simple. Better and best outcomes are not routinely funded as customer requirements. That gap traces in part to the Federal Reserve’s attention to public sector funding as a solution.
In answer to a prayer for the nation, having the Fed define private sector first-things-first high-quality full employment, with best early childhood education outcomes and best ERSD-RA brain synaptic closings on positive knowledge and order before age seven, gives the country a local cultural focus that comes before politics.
Civility holds. Decline stops. Honest positive expectations attach to each individual.
Roughly forty percent of the population already prays for more kindness and gifting. Another forty percent accepts the civil benefits of more kindness and gifting. The existing highest-quality early childhood education industry will grow to meet gift-funded requirements.
This is Capitalistic Economics 101. It addresses the wealth and poverty leadership questions directly, Christian and civil, that must influence more growth and more social progress to pull the country out of the disparities ditch.
The whole project, led by Christian prayer for more kindness, includes a distributed email march on the Federal Reserve for the monetary policy pivot termed FED NEXT. A giving without moral hazard, built around first-things-first high-quality full employment, carries at least five paybacks.
Alongside the Fed march runs a local email march, by and on citizens, for more everyday individual kindness. The two marches are designed together to produce sustainable revenue and continuous improvement.
Letter 24 to the Fed covers using kindness to reach one hundred percent of children, with the Christian church as the base for the prayer the work asks for.
